Judge Menelaos W. Toskos. P.J. (CH. Ret.) has been appointed to serve on the newly established Affordable Housing Dispute Resolution Program.
Judge Menelaos W. Toskos. P.J. (CH. Ret.) has been appointed by the Hon. Michael J. Blee, J.A.D., Acting Administrator of the Court to serve as one of seven retired judges on the newly established Affordable Housing Dispute Resolution Program.
With the conclusion of the Council on Affordable Housing, a need arose to establish a process by which municipalities could address their affordable housing obligations. The AHDRP was created to fill that void. Under the law the NJ Department of Community Affairs determined the affordable housing obligation for each municipality. This covered the “Fourth Round” years 2025 to 2035. Municipalities were then permitted to file a lawsuit seeking a declaration that their Land Use Ordinance was in compliance. It is these lawsuits that the 7 retired judges are charged with mediating in an effort to resolve any challenges. Failing to settle the retired judge must hold a hearing and make a “recommendation” to the Mount Laurel Judge. Fairly complicated but Judge Toskos is excited and looking forward to once again working in the judiciary.
