David Meinhard is counsel with Harwood Lloyd, having a general transactional and regulatory practice, with a specialty in health care and data privacy and security law. Mr. Meinhard has a broad background in the general counseling of the business operations and compliance areas at Quest Diagnostics, where he served in various roles for over 25 years, from Corporate Counsel to Deputy General Counsel, as well as having been the Data Privacy Officer in its Compliance Department. In his role in the Legal Department he was recognized as being an instrumental force in establishing Quest Diagnostics’ well-deserved reputation for excellence and integrity.

In David’s transactional experience he has worked closely with his business partners in obtaining favorable terms in contracts with health care providers, health plans, life insurance companies, the federal government and other third parties doing business with health care organizations (whether they be customers, or providers of goods, services or innovative technology). His clients see him as a knowledgeable and effective advocate, and a sought after member on business and legal teams.

David has extensive experience in providing guidance in complex health care regulatory areas, including the Federal and State health care fraud and abuse and self-referral (Stark) laws, the Privacy and Security regulations of HIPAA, as well as the Federal Clinical Laboratory Improvement Amendments (CLIA), Medicare Advantage contracting requirements and OSHA’s Bloodborne Pathogens Standard. He also handled contracts related to the highly regulated Veterans Administration Federal Supply Schedule, and supported the ExamOne operations of Quest Diagnostics, which provides various services to life insurance companies to assist them in their underwriting processes.

Mr. Meinhard provided significant compliance support while at Quest Diagnostics, and during his role of Data Privacy Officer he was responsible for the oversight, drafting and updating of data privacy and security policies and procedures, and worked in close coordination with the Information Technology Department. He was also legal counsel covering all areas of data privacy, including negotiating HIPAA required Business Associate agreements, and addressing the requirements of state data breach laws related to the protection of consumers’ personal information. He has training in the Six Sigma tools and processes for quality and process improvement, and was certified as a Six Sigma Green Belt.

David also volunteers in grant seeking and writing for ArtWorks, The Naomi Cohain Foundation, a not-for-profit 501c(3) organization, which helps improve the experience of pediatric patients in hospitals through artistic activity, and is a certified mentor at SCORE of Northeast NJ, which provides free mentoring services to small businesses.

Mr. Meinhard received his J.D. from the Benjamin Cardozo School of Law of Yeshiva University, and is licensed to practice law in New Jersey. He is a member of the American Health Lawyers Association and the Bergen County Bar Association.

David received a B.S. in Mechanical Engineering from Fairleigh Dickinson University, and prior to attending law school he worked as an engineer on pollution control systems.
